The Office of the Chief Data Officer (CDO) was established as part of IC 4-3-26, along with the Indiana Management Performance Hub (MPH), on July 1, 2017. The CDO serves as the executive head of MPH and advises executive state agencies and political subdivisions regarding state best practices concerning the creation and maintenance of data. Additionally, the CDO coordinates data analytics and transparency master planning for the executive state agencies and provides leadership regarding state data analytics and transparency.

Josh Martin is dedicated to improving the lives of Indiana residents through data-driven governance. As Indiana’s Chief Data Officer and Executive Director of the Indiana Management Performance Hub, he leads a team of talented analysts who tackle complex management and policy issues. By developing targeted analytics solutions, they empower decision-makers and drive positive outcomes across diverse state initiatives.
Josh's passion for public service is evident in his extensive experience. Prior to his current role, he honed his skills in international affairs and public safety, bringing a unique and valuable perspective to his leadership. His academic foundation includes a B.A. in Political Science and Law and Society from Purdue University and a Master of Public Affairs from the renowned Indiana University Paul H. O’Neill School of Public and Environmental Affairs.
Driven by a belief in the power of data to transform governance, Josh actively promotes collaboration and knowledge sharing. He frequently engages with stakeholders across various sectors, fostering a culture of innovation and continuous improvement within Indiana's public service landscape.

Ted Cotterill
Indiana Chief Privacy Officer
General Counsel for Indiana MPH
Ted Cotterill serves as Indiana Chief Privacy Officer and as General Counsel for the Indiana Management Performance Hub, where he designed and implemented Indiana’s legal framework for data-driven decision making. Ted’s practice focuses on compliance, software licensing, privacy, and data protection issues presented by emerging technologies, cloud transitions, and data deidentification and masking across various regulatory frameworks. He serves as a founding officer of StateRAMP, Inc., as co-chair of the NASCIO Privacy & Data Protection Forum, as a member of the Council of State Governments Healthy States National Task Force, and in his community as a director of the Greater Allisonville Community Council. Ted earned his JD from the Indiana University McKinney School of Law, a BS in Political Science from Ball State University, and is a Certified Information Privacy Professional by the International Association of Privacy Professionals.
