Responsibilities of the Clerk-Treasurer
The Clerk-Treasurer, a four-year elected official, serves as the fiscal officer of the Town of Upland. The Clerk-Treasurer processes the receipts and expenditures of all Town money; prescribes the payroll for the Town; determines the manner in which vendors, officers, and employees are paid; manages the Town’s financial accounts; makes all investments on behalf of the Town; prepares the budget estimates of revenue, financial statements, and the proposed tax rate and works with the various boards, council, and mayor to prepare an estimate of expenditures; manages all Town records; serves as the Clerk of the Town Council by preparing agendas, recording proceedings and maintaining custody of records.
