Judge Angela Sims presides over Circuit Court, Division 1 and the Problem-Solving Court. Judge Sims earned a J.D. from Indiana University, Robert H. McKinney School of Law in 1999. Before becoming the first female Madison County Circuit Court Judge in 2012, she served as a major felony public defender for 12 years and practiced law at Hulse, Lacey, Hardacre & Austin from 1999 to 2012 after becoming partner in 2005.
Circuit Court 1 is located on the fourth floor of the Madison County Government Center.
Judge Stephen Koester presides over Circuit Court Division 2. Judge Koester was admitted to the Bar in 1996 and served 24 years in the Madison County Prosecutor's Office with 7 years as the Chief Deputy. Judge Koester was instrumental in the founding of Kids Talk, a Child Advocacy Center located in Anderson, Indiana.
Circuit Court 2 is located on the fourth floor of the Madison County Government Center.
Judge Andrew Hopper presides over Circuit Court, Division 3. Judge Hopper received a B.S from Milligan College in 2005 and his J.D. from Ohio University, Claude W Petit College of Law in 2008. Before his election to the bench in 2018, he served as a deputy prosecuting attorney for nearly 10 years.
Circuit Court 3 is located on the fourth floor of the Madison County Government Center.
Judge David Happe presides over Circuit Court, Division 4. Judge Happe was admitted to the State Bar of Indiana in January of 1997 after earning a J.D. from Indiana University School of Law - Indianapolis in 1996. Before his appointment to the bench in 2009, and election in 2014, he served as a deputy prosecuting attorney for seven years, as Anderson City Attorney for three years, Chief Public Defender, and in private practice at Lockwood, Williams & Happe for three years.
Circuit Court 4 is located on the third floor of the Madison County Government Center.
Judge Scott Norrick presides over Circuit Court, Division 5. Judge Norrick was admitted to the State Bar of Indiana in 2004 after earning a J.D. from Indiana University, Robert H. McKinney School of Law in 2003. Before his election to the bench in 2020, he served as a probation officer, Judge of the Edgewood Town Court for 13 years, and maintained a private practice.
Circuit Court 5 is located on the third floor of the Madison County Government Center.
Judge Mark Dudley presides over Circuit Court, Division 6. Judge Dudley was admitted to the State Bar of Indiana in 1991 after earning a J.D. from Indiana University, Maurer School of Law in 1990. Before his appointment to the bench in 2015, he maintained a civil practice. Since taking the bench Judge Dudley has been appointed as one of ten commercial court judges in Indiana. He is the chair of the Model Civil Instructions Committee. He has presented at continuing legal and judicial education seminars. He is a past member of the board of directors of the Indiana Judge’s Association, the Judicial Conference of Indiana, and the South Madison Community Foundation.

The Unified Circuit Court of Madison County is located in the Government Center at 16 E 9th Street, Anderson, Indiana. The Circuit Court is part of the 14th Judicial District and is represented by Circuit Court 1 (Judge Angela Sims), Circuit Court 2 (Judge Stephen Koester), Circuit Court 3 (Judge Andrew Hopper), Circuit Court 4 (Judge David Happe), Circuit Court 5 (Judge Scott Norrick), and Circuit Court 6 (Judge Mark Dudley).
