The Office of Legal Counsel (OLC) provides legal advice to all program areas within IDEM. While focused mainly on providing counsel on regulatory issues within the Office of Air Quality, the Office of Land Quality, and the Office of Water Quality, OLC also provides counsel for support functions within the agency such as contracts and human resources. OLC defends agency actions in the Office of Administrative Law Proceedings. OLC also contains the Rules Development Branch, the Office of Records Management, and the Office of Criminal Investigations.
OLC works with program staff members on a wide variety of topics ranging from permitting decisions to enforcement activities. Attorneys are actively involved in the development of administrative rules and legislative proposals. While attorneys may specialize in a particular media or function, OLC encourages collaboration and cross-training to allow attorneys to learn new skills and develop a broader knowledge of environmental and administrative law.
