The Indiana Utility Regulatory Commission is conducting a performance-based ratemaking study as required by House Enrolled Act 1007-2023, which contained a provision (Ind. Code § 8-1-2.5-6.5) requiring the Commission to conduct a comprehensive study concerning the design, framework, and requirements for performance-based ratemaking concerning electric utilities.
The Commission has entered into a contract with Laurits R. Christensen, Inc., for its subsidiary, Christensen Associates Energy Consulting, LLC (Christensen Associates) to help research and draft the report, as well as to facilitate stakeholder engagement and information gathering for their research.
The Commission must then provide its analysis and recommendations to the Indiana General Assembly by October 1, 2025, so that the General Assembly may fully evaluate the possible impacts of performance-based ratemaking on all classes of ratepayers and the impact on the state’s “Five Pillars” energy policy enshrined in Ind. Code § 8-1-2-0.6.
Initial Stakeholder Survey
As part of the study, Christensen Associates developed an initial survey to solicit input from stakeholders concerning performance-based ratemaking in order to guide a virtual workshop discussion concerning the study.
