Lindsay Hyer
Executive Director
Lindsay Hyer serves as the Executive Director of Indiana’s Professional Licensing Agency (IPLA) leading all operations for the agency. The IPLA oversees nearly 40 professional boards and commissions with over 571,000 active professional licensees.
Prior to being appointed Executive Director at the IPLA, Hyer worked as the chief of staff for Indiana Secretary of State Holli Sullivan where she served as the senior advisor and oversaw all financial and operating activities for the office. Hyer managed the growth of the customer-friendly portal, INBiz, Indiana’s one-stop resource for registering and managing businesses to ensure that they are compliant with state laws and regulations. In her role, she spearheaded the Secretary of State’s legislative agenda to put in place a law to ensure every Hoosier will cast a ballot on a voting machine with a paper audit trail.
Before her role with the Secretary of State’s office, Hyer worked for the Indiana Alcohol & Tobacco Commission (ATC) as general counsel, where she oversaw the licensing and regulation of Indiana’s alcohol permittees. In that role, she also served as legislative liaison and communications director for the ATC and the Indiana State Excise Police.
Hyer earned a bachelor’s degree from Purdue University and a law degree from Indiana University Robert H. McKinney School of Law. She resides in Indianapolis with her husband and daughter.
Doug Boyle
Director of Legislative Affairs and Communications
Doug Boyle serves as the Director of Legislative Affairs and Communications of the Indiana Professional Licensing Agency (IPLA). In this role, he serves as one of the IPLA’s primary contacts and liaisons to state and federal legislators, community leaders, the press, and other state agency partners and stakeholders. Prior to joining the IPLA in January 2022, Boyle served as the Director of the Indiana Fire Prevention and Building Safety Commission at the Indiana Department of Homeland Security for four years. Boyle also worked on political campaigns for the Indiana Republican Party, Congresswoman Susan Brooks, Governor Mike Pence, and Governor Eric Holcomb prior to joining Indiana state government in early 2017.
Boyle earned his bachelor’s degree in political science from The George Washington University in Washington, D.C. During his undergraduate studies, Boyle interned for U.S. Senator Richard Lugar in both Washington and Indianapolis. Boyle is originally from and currently resides in Indianapolis.
Eric Burton
Information Technology Director
Eric Burton serves as the Information Technology Director for the Indiana Professional Licensing Agency (IPLA). As IT Director, he is responsible for maintaining current operations while setting future direction and improving the online experience for both internal IPLA staff and Hoosier professional license holders.
Prior to being promoted to IT Director, Burton served on the IPLA IT Team since 2005 in various capacities. During his tenure, IPLA has made numerous improvements including consolidating licensing operations from many state agencies into a single Licensing Center of Excellence, saving taxpayers millions of dollars. The IPLA IT Team is recognized nationally as a leader in professional licensing innovations.
Burton earned his bachelor’s degree from Indiana University. He resides in Indianapolis with his wife and youngest daughter while his oldest daughter pursues her studies at Indiana University.
Maureen Bennett
Chief Financial Officer
Maureen Bennett is the Chief Financial Officer for the Indiana Professional Licensing Agency (IPLA). She has served the State of Indiana for 45 years. She began as a receptionist with the Medical Licensing Board when the boards that are now under the IPLA were separate entities. Bennett received several promotions and began serving as the Controller of the Indiana Health Professions Bureau in 1990.
In 2005, the IPLA was established by the Indiana General Assembly, consolidating the Indiana Health Professions Bureau and the former IPLA into one centralized umbrella agency. Bennett was the Controller of the newly created IPLA before becoming the CFO.
Nick Hart
Director of Board Administration
Nick Hart is the Director of Board Administration with the Indiana Professional Licensing Agency. Prior to his current role, Hart worked as Board Director of the Indiana State Board of Nursing and as a Deputy Attorney General in the Licensing Enforcement Section of the Office of the Indiana Attorney General. Hart is a graduate of Indiana University Bloomington and the Indiana University Maurer School of Law.
Elizabeth Walker
Deputy General Counsel and Director of Operations
Elizabeth Walker serves as the Deputy General Counsel and Director of Operations for the Indiana Professional Licensing Agency (IPLA). Over the past two years, Walker has developed and now leads many of the centralized functions of the agency, including the Office of Litigation Management, the IPLA Customer Contact Center, the Senior Licensing Analysts, and the IPLA’s Legal Division.
Before working for the IPLA, Walker served as an Associate General Counsel for the Indiana Utility Regulatory Commission. At the Indiana Utility Regulatory Commission, Walker served as legal advisor and liaison to the Underground Plant Protection Advisory Committee and the Pipeline Safety Division, providing legal advice on matters regarding the enforcement of gas pipeline safety laws. Additionally, she followed energy transmission policy and regulation and provided support to Commissioner Sarah Freeman and Commissioner David Ober. Prior to her work at the IURC, Walker served as a Deputy Prosecuting Attorney for nearly eight years.
Walker earned her law degree from the Indiana University Robert H. McKinney School of Law. Additionally, Walker earned a Master of Public Affairs, concentrating in Public Management, from the Indiana University Paul H. O’Neal School of Public and Environmental Affairs and a bachelor's degree from the University of Southern Indiana.
Zaneta Nunnally
Compliance Director
Zaneta Nunnally serves as the Compliance Director of the Indiana Professional Licensing Agency (IPLA). In this role, she serves as one of the IPLA’s main contacts to state and federal law enforcement partners, including the U.S. Drug Enforcement Agency (DEA) and the Health and Human Services-OIG (HHS). Prior to becoming the Compliance Director, Nunnally worked with the IPLA as a Compliance Office/Inspector for the Board of Pharmacy. She also worked at IU Health (formerly Clarian Health Partners) as a licensed pharmacy technician.
Nunnally earned her bachelor’s degrees in biology from Rust College and Public Health from Indiana University–Purdue University Indianapolis (IUPUI). She is married with two daughters and currently resides in McCordsville.
Kara Slusser
Director of INSPECT
Kara Slusser serves as the Director of INSPECT, Indiana’s Prescription Drug Monitoring Program. Slusser guides government and business executives in the health and human services space. She is responsible for implementing PMP practices that assist providers to effectively flag at-risk patients and curb prescription drug abuse.
With a focus on strategic state-based initiatives, Slusser worked with state partners to launch the Statewide INSPECT Integration initiative, which enables integration of controlled substance prescription histories into electronic health records, providing real-time physician access to PMP data within care team workflows. Slusser serves on the National Association of Boards of Pharmacy’s PMP InterConnect Steering Committee, the PMP Resource Group for the National Alliance for Model State Drug Laws, and the National Association of State Controlled Substances Authorities.
Katie Byers
Executive Assistant
Katie Byers’ role as Executive Assistant supports the Indiana Professional Licensing Agency (IPLA) Agency Head and Executive Leadership. She also serves as Payroll Administrator. Byers started at the IPLA in Medical Licensure in 2006 and has held roles as in-house HR Assistant and Operations & Account Clerk.
She earned her bachelor’s degree in English from Huntington College (now Huntington University). She lives in Indianapolis with her husband and two children.
