The Licensing Enforcement (LE) and Homeowner Protection Unit (HPU) of the Consumer Protection Division is responsible for protecting Hoosiers from individuals or organizations who engage in licensing violations, deceptive acts, mortgage fraud, and predatory lending. Together, LE/HPU works to investigate and prosecute those who seek to take advantage of Hoosiers.
Licensing Enforcement
Licensing Enforcement is responsible for investigating all complaints filed by Hoosiers against those who are who are licensed, certified, or registered by a professional or healthcare board under the Indiana Professional Licensing Agency. For a list of those professions, please click here.
Any person can file a complaint against a licensee pursuant to Ind. Code § 25-1-7-4. Licensing Enforcement cannot accept anonymous complaints. If you wish to remain anonymous, please contact the Indiana Professional Licensing Agency to file a complaint on your behalf. Please note that not providing your name or other identifiable information can limit the ability to thoroughly investigate your complaint.
Licensing Enforcement cannot investigate complaints against facilities that are not required to be licensed. Some facilities that are typically required to be licensed include pharmacies, funeral homes, real estate broker offices, beauty salons, barber shops, auctioneer company, and accountancy firms. It is important that to note that long term care facilities do not require a license, but the person responsible for administering the facility is required to be license. In those such cases, Licensing Enforcement will accept complaints listing the long-term care facility.
As the complainant, you are responsible for providing the name, license number (found here), and mailing address of the individual or business/facility against whom you are complaining. Please also provide telephone number and email addresses if known. If you are unable to provide that information, then your complaint may not be investigated.
Homeowner Protection Unit
The mission of the Homeowner Protection Unit, created by Public Law 73-2004, is to protect the rights of all individuals involved in the housing market, including tenants, homeowners, and aspiring homeowners, by investigating and redressing deceptive acts in connection with mortgage lending and violations of relevant state and federal laws. We strive to ensure equal access to housing opportunities for Hoosiers and promote the proper functioning of homeowner's associations. We work closely with law enforcement agencies at all levels to ensure justice is served and homeowners and tenants are protected.
The Homeowner Protection Unit also accepts complaints related to Homeowners Associations and relating to persons seeking to assist Hoosiers in obtaining tax sale surpluses.
Filing a complaint
The Attorney General cannot act as your private attorney. LE/HPU may only seek charges against a licensee’s healthcare or professional license. Licensing Enforcement cannot file criminal charges or obtain monetary damages for you in the case of licensing violations. For any civil or criminal remedy related to licensing violations, please consult with a private attorney. The Homeowner Protection Unit makes appropriate licensing referrals, law enforcement referrals, and otherwise has the authority to bring civil actions for violations of Indiana consumer protection statutes relating to mortgage and real estate transactions.
Investigations can take up to twelve (12) months depending on the allegations. Pursuant to Ind. Code § 25-1-7-10, all complaints and information pertaining to the complaints, including any documentation collected through the investigation, is confidential. Simply because a person files a complaint does not give them access to documentation or information gathered during the investigation.

- Provide any and all relevant documentation along with your complaint form.
- Submit all documentation through the online complaint form or mail to the address listed on the form.
