Cost Structure

Can a different cost structure be submitted for each county based on actual costs per service?  This would be for proposals applying to serve multiple counties.

No. Unit rates should be proposed at the same cost for any County(-ies) within the same Region.

It may be prohibitive to provide services in rural areas with the newly established reimbursement maximums and service standards.  Can an agency justify actual service costs and submit for reimbursement consideration?

The inability to bill for travel time makes it cost prohibitive to deliver services in rural areas.  As travel time across county lines was not billable under the current contract, the capped rate does not reflect the true cost. Will separate rates for rural DCS regions be approved to reflect the higher costs of delivering services to rural families?

No. Unit rates should be proposed taking geographic location of service delivery into account. If a proposed rate is above the maximum rate outlined in the Service Standards, a budget and written justification must be completed for those services.

Our agency uses 2- 15 passenger vehicles to transport clients to and from our visitation site, and other various appointments, etc. how will we now bill for this transportation?  Each of our drivers have CDL's. 

Costs should be built into the proposed face-to-face rate; if that proposed rate is above the maximum, a budget and written justification must be included in the proposal.
