Meaningful Use

Through the 2024 Centers for Medicare and Medicaid Services (CMS) Promoting Interoperability (PI) incentive program eligible providers and hospitals can receive incentive payments once they have shown that they are able to implement certified electronic health record (EHR) technology and/or have demonstrated PI formerly called "meaningful use."  Included in the strategies for demonstrating PI of the EHR systems are five objectives related to public health: Immunization Registry, Syndromic Surveillance (SS), Electronic Lab Reporting (ELR), and Electronic Case Reporting (eCR) and Antimicrobial Use and Resistance Registry.

Indiana Department of Health (IDOH) has begun accepting eCRs in accordance with the CMS PI Program. IDOH declared readiness for eCRs in September 2021 and is currently consuming eCRs for 22 state-reportable diseases. IDOH requests all eligible hospitals, providers, clinicians etc. to submit eCRs for the conditions specified in the table below.

Effective, January 1, 2022, eCR is a measure required to be reported for MIPS eligible care providers, besides CAH (Critical Access Hospitals) as part of the CMS PI initiative.

Please note that providers are still required to send Indiana’s reportable conditions per the Communicable Disease Reporting Rule found at Indiana's communicable disease reporting rule. Note that submitting electronic case reports is not a replacement or a substitute for reporting communicable diseases and ELRs. Facilities intending to send eCR messages to IDOH should adhere to this standard –  HL7 CDA® R2 Implementation Guide: Public Health Case Report, Release 2 – U.S. Realm – the Electronic Initial Case Report (eICR).
