The marker was dedicated February 13, 2005 and is located at Sixth and Washington Streets in Bloomington.
The ceremony opened with the singing of We Shall Overcome and the display of slave shackles.
The audience numbered about 180 people.
The Kingdom Kids Children's Choir from the Second Baptist Church in Bloomington sang.

The marker is on the site of the Carnegie library building which now serves as the Monroe County Historical Society.
