Harold Davis, “Jr.” graduated from Indiana Wesleyan University with a Bachelor of Science degree in Criminal Justice (summa cum laude) and a Master of Public Administration. He is a graduate of the 138th Basic Session of the Indiana Law Enforcement Academy.
An Eagle Scout (class’83), Harold began his career in law enforcement as a Law Enforcement Explorer Scout when he was 17 years old with the Shelby County Sheriff’s Department and continued into the sheriff’s reserve program. He joined the jail division and later became a corporal, prisoner transport, and shift sergeant before being appointed a merit deputy in 1999. While a merit deputy, he served as shift corporal, Crime Scene Technician, Field Training Officer, Motor Officer, S.T.O.P.S. Instructor, as well as an ILEA General Instructor.
Retiring from Shelby County in 2019, he was hired by the Indiana Horse Racing Commission as an Internal Affairs Investigator. During this time, he enforced Indiana Administrative Code regarding parimutuel betting regulations, race fixing, horse doping, and other violations involving administrative codes in the equine industry. Harold was employed with IHRC until coming to ILEA in May of 2024.
He is married and has four adult children, a granddaughter and a grandson.
