The Indiana Management Performance Hub (MPH) is dedicated to facilitating the sharing of Indiana state government data for the improvement of services and outcomes for all Hoosiers. MPH helps to make possible the flow of critical information between state agencies, researchers and community organizations while upholding the most stringent standards for security and protecting the privacy of Indiana citizens.
MPH Data Request Process
Depending upon the level of granularity of data needed and its availability within the State of Indiana Data Catalog, a request can take one of three paths:
- Available Public Data
- Row-level De-identified Data
- Confidential Data

- Available Public Data
This data is available immediately on the Indiana Data Hub.
- Row-level De-identified Data
Estimated 4-8 week completion time

- Confidential Data
Estimated 4-12 month completion time
Note: Depending on the requested data, even in non pre-approved form, data may not be able to be shared publicly or MPH may be unable to get access to it.

- Available Public Data
Data that is aggregated and summarized to reflect key metrics while minimizing the risk of individual identification. This data does not require a Data Sharing Agreement (DSA) and is currently available on the Indiana Data Hub.
- Indiana Data Hub
The Indiana Data Hub (hub.mph.in.gov) is the central repository maintained by MPH for the State of Indiana’s datasets. Publicly available and free to use, the Indiana Data Hub facilitates the flow of information between state agencies, researchers and the public while
upholding the most stringent standards for security and individual privacy. - Row-level De-identified Data
MPH acquires necessary datasets from partner agencies and builds custom dataset according to requirements.
- Requestor Submits Data Request
Requestor submits request via MPH’s Data Request Page and MPH staff is assigned to respond to the inquiry.
- Requester Completes Security Review and Data Sharing Agreement
If the request involves restricted data, the requestor must complete a data sharing agreement and a security review.
- MPH Approves Requestor Security Review and DSA
Once requestor submits the security and legal documents, MPH will review and approve them if there are no further questions.
- Requestor Granted Access to Dataset
Following MPH approval and the requestor’s successful completion of the data sharing agreement and security review, the requestor is granted authenticated access to the dataset.
- Confidential Data
Datasets available for MPH access, but that require approval from source agencies for release to requestors.
- Source Agency Request Approval
Data that is not currently available through an existing data sharing agreement must be approved by the source agency or agencies that are the owners of the data.
- MPH Completes Data Development
MPH acquires necessary datasets from partner agencies and builds custom dataset according to requirements.
- MPH Approves Dataset for Publication
Once data development is complete, MPH must review and approve the dataset to ensure compliance with all relevant laws, regulations, and standards of privacy and security.

- What is summarized data?
Data that is aggregated and summarized to reflect key metrics while minimizing the risk of individual identification. This data request may not require a Data Sharing Agreement (DSA).
Example of Aggregate-level Data
- Are there costs associated with my data request?
MPH does not charge end-users for data requests at this time. However, fee-based data access is available through the Accounts Center at IN.gov.
- How long will it take to fulfill my request?
This depends on a variety of factors, including whether:
- The request is for aggregate-level or de-identified record-level data
- The dataset is preapproved by the source agency
- Any of the requested datasets reside outside of the MPH catalog (including those provided by the requestor)
- MPH has resource availability at time of request
All requests for non-public or non-preapproved datasets require approval by the source agency that is the original steward of the data. Depending on the nature of the request, the fulfillment of these orders can take anywhere from 2 weeks to 6 months. Estimated completion time starts only after requestor submits all security and legal documents and MPH approves. It is also dependent on timely response from the requestor when follow-up is needed.
