Program Changes

Implementation of Able-Bodied Adults without Dependents (ABAWDs) - FSSA confirmed the decision to move to time-limited benefits for Able-Bodied Adults without Dependents receiving SNAP benefits. Implementation of this program began July 1, 2015. Notification to all recipients regarding this program change started on Monday, May 18. A total of 49,576 notices were mailed to all ABAWD recipients between May 18 and May 20. As of July 2, 2015-5,921 ABAWDs were scheduled to attend the orientation sessions; 645 ABAWDs actually attended, resulting in a 10.9 percent show rate. (Note – the national average is 12 percent.). For individuals that did not attend this initial orientation session, they will receive a “no show letter” requesting they make a call and reschedule an appointment. This “no show letter” will be generated and sent to all ABAWDs that miss their orientation appointment. ResCare will also attempt to make contact with ABAWDs, via phone, 7-10 days after the missed appointment to reschedule. 3 phone call attempts will be made to each ABAWD participant.

HIP 2.0 Gateway to Work- HIP members will be afforded employment and training services, provided by ResCare, on a voluntary basis. Their benefits will not be affected if they choose not to participate. On May 4, 2015, the Gateway to Work Call Center was opened.

  • Status of Gateway to Work through July 2, 2015:
    • 277,499 letters have been mailed.
    • 4,654 calls received; 2,333 of the calls were for Gateway to Work.
    • 561 appointments scheduled.
    • 283 recipients (50 percent) have attended their scheduled appointments.

Collaboration with the Indiana Department of Corrections (DOC) - DFR has continued to communicate and collaborate with DOC to assist in meeting Indiana Code requirements starting July 1, 2015, that requires inmates to receive Medicaid coverage during inpatient hospitalization. The rule also requires DOC to ensure Health Coverage for inmates scheduled for release. DFR and DOC are working through this process.

Vendor Change - On 9/27/15, Indiana will become the 11th state to transition EBT services from JP Morgan to Xerox. Xerox currently provides EBT services in 20 other states.

DFR is in the process of reviewing and approving the business requirements documents and interface control documents. Bi-weekly status meetings continue and the project is currently on schedule.

This vendor change is expected to be a seamless transition to SNAP recipients.
