The results of a study conducted by the Lewin Group, an independent health care consulting firm, are showing that the Healthy Indiana Plan is successfully achieving its goals of engaging members, increasing personal responsibility and encouraging healthy behaviors.
Lewin’s evaluation shows that HIP 2.0 encourages members to contribute financially and when they do they have better health outcomes, higher satisfaction rates and lower emergency room usage.
Key findings of the study include:
- Nearly 7 out of 10 first-year members participated in the HIP Plus program, meaning they chose to make contributions into their POWER Accounts (health savings-like accounts). More than 62 percent of members whose incomes were at or below the federal poverty level participated in HIP Plus. Forty percent of HIP Plus members say they check the balance of their POWER Account each month.
- Once members start making POWER Account contributions, 92 percent of those surveyed with incomes below the poverty line and 94 percent of those above the poverty line continued making their contributions through the year.
- Eighty-six percent of surveyed members who have made contributions were satisfied or very satisfied, compared to 71 percent of those who did not make a contribution. Ninety-three percent of surveyed members said they would re-enroll in HIP if they left the program but then became eligible again.
- HIP Plus members (making contributions) are 93 percent more likely than HIP Basic members (not making contributions) to have had a primary care visit. Overall, 75 percent of members enrolled for the entire year had received preventive care services, this number was 86 percent of HIP Plus members (members making contributions).
- Among members not making monthly contributions (HIP Basic members), 87 percent surveyed said they would be willing to pay $5 more per month for HIP coverage, and 79 percent said they would be willing to pay $10 more per month.

Gateway to Work

FSSA recently unveiled the program Gateway to Work, which is a new feature of the Healthy Indiana Plan (HIP). HIP members who enroll in Gateway to Work will receive help in identifying a career path that could lead to them securing gainful employment or a better job in a new industry.
This free and voluntary program starts with an initial assessment of skills and abilities to identify actions members can take to help them achieve their employment goals. Services provided through Gateway to Work include help with completing job applications, creating resumes, improving job interview skills, and job search assistance. Additionally, some participants may be eligible for assistance to overcome barriers. These can include money for transportation or clothing for job interviews.
Over the next several weeks HIP members will be receiving a letter to inform them of their eligibility about this new program and how to enroll. A copy of the letter can be found in the Gateway to Work section of OMPP’s Hub page. The decision to participate or not to participate in the Gateway to Work program does not affect a Healthy Indiana Plan member’s coverage or benefits.
HIP 2.0 - Healthy Indiana Plan opening the door to more doctor's and better healthcare

In March, less than two months after HIP 2.0 approval, the Healthy Indiana Plan reached a critical milestone. Nearly 1,000 physicians and medical providers have joined the Healthy Indiana Plan network since the federal waiver was granted on Jan. 27. Many of these new physicians and providers did not previously accept Medicaid patients.
Why are more physicians joining up? The Healthy Indiana Plan creates a win-win because physicians and providers receive more reimbursement for member care under Indiana’s new plan than they did with Medicaid. This increase in payment helps physicians and providers to cover their costs to provide healthcare, something that was difficult for them to do under Medicaid.
HIP 2.0 Webinar

On February 16, 2015, FSSA hosted a leadership update on the implementation of the new Healthy Indiana Plan – HIP 2.0. The meeting, held live at the Indiana Government Center and statewide via webcast, included a comprehensive overview of the program before a question and answer session. HIP 2.0 - First-week update from Dr. Wernert

Dr. Wernert joined Lieutenant Governor Sue Ellspermann, and State Health Commissioner Dr. Jerome Adams on Wednesday, February 4th, at Eskenazi Health, to update their team on HIP 2.0's first week.
In the first week since Governor Pence announced HIP 2.0's approval:
Approximately 180,000 Hoosiers were immediately enrolled in HIP 2.0
Approximately 18,000 applications for health coverage were submitted
More than 14,000 were submitted online at HIP.IN.gov
10,415 phone calls were received
24,000 notices were sent to Marketplace members.

I’m pleased to inform you that HIP 2.0 has been approved! Here is a link to the press release that went to media statewide and here is a link to a video of the Governor’s announcement, made Tuesday morning, January 27th at St. Vincent Hospital, if you would like to watch.
I want to commend and thank all of you who have worked so hard to get us to this point. Please know that the Governor and I both appreciate your tireless efforts and that the implementation of the Healthy Indiana Plan will go a long way toward improving health and access to services for low-income Hoosiers.
FSSA and our HIP contractors are ready to go. Existing HIP, some Hoosier Healthwise, and Marketplace members have already been converted to HIP 2.0 and we will now process waitlist applications. We will also begin taking new applications immediately. Hoosiers interested in HIP 2.0 can go to HIP.IN.gov to learn more and use our calculator to see if they’re eligible. They can also call 1-877-GET-HIP-9 where we have representatives ready to help.
