- IHCDA COVID-19 Updates
Provided below are operational and program-specific updates related to COVID-19 that have been issued by IHCDA.
- IHCDA COVID-19 Funding
Provided below is funding that is being administered by IHCDA in response to the COVID-19 pandemic. Much of this is through supplemental funding awarded directly to IHCDA from the Coronavirus Aid, Relief, and Economic Security (CARES) Act. The CARES Act provides for payments to State, Local, and Tribal governments navigating the impact of the COVID-19 outbreak. Additional funding has been made available through IHCDA’s Emergency Housing Disaster Relief Fund and the State of Indiana’s CARES Act Coronavirus Relief Fund allocation made by Indiana to IHCDA.

On March 26, 2020, the IHCDA Board of Directors granted delegated authority to the IHCDA Executive Director. This authority was extended through August 27, 2020. This provides the IHCDA Executive Director with extended delegation authority, similar to the current contract delegation authority, to perform the following:
- Receive funding from and approve the allocation of funding to Federal, State, County, and Local partners;
- Enter into grant agreements, contracts, memorandums of understanding, or any other type of written agreements that are required to obligate funding;
- Allocate funds from other IHCDA funding sources for purposes other than the currently designated purposes; and
- Redeploy funds from current unobligated IHCDA sources to respond to the COVID-19 public health emergency
Actions under Delegated Authority:
- $13,102,948.78 in Community Services Block Grant (CSBG) CARES Act Supplemental funding was allocated to Community Action Agencies.

Additional Delegated Authority
At the September 24, 2020, IHCDA Board of Directors meeting, the board granted additional delegated authority until December 31, 2020, to the IHCDA Executive Director to award ESG-CV funds to subrecipient organizations using a regional allocation based on the Balance of State Continuum of Care regions. Technical and Financial Assistance
U.S. Department of Agriculture (USDA) - The USDA has developed a which lists numerous federal programs through both USDA and other Federal Partners that can help rural communities, organizations, businesses and residents impacted by COVID-19. These programs can support both immediate and long-term recovery efforts through technical, training and management assistance; financial assistance; and state and local assistance.
U.S. Department for Housing and Urban Development (HUD) - HUD's Distressed Cities Technical Assistance (DCTA) program is designed to improve fiscal health and build administrative capacity of relatively small units of general local government (UGLGs or local governments) that are economically distressed and have been recently impacted by a natural disaster.
Purdue Extension - Indiana local government associations and Purdue Extension have come together to provide a of educational resources for local governments as they work to keep their community healthy, safe and well-informed. This page will be updated regularly with appropriate resources and webinars on COVID-19 for Indiana local governments.
Indiana Bond Bank - If you are a local unit of government and anticipating cash flow difficulty due to the delay in the collection and distribution of property taxes as outlined in Executive Order 20-05, the Indiana Bond Bank (IBB) is offering cashflow assistance through their Advance Funding Program.
Indiana Department of Financial Institutions - Has issued guidance for individuals who do not have a bank account to cash their federal stimulus funds. Click here to view their guidance.
Joint Mortgage and Housing Assistance Website - To ensure homeowners and renters have the most up-to-date and accurate housing assistance information during the COVID-19 national emergency, the Consumer Financial Protection Bureau (CFPB), Federal Housing Finance Agency (FHFA) and the Department of Housing and Urban Development (HUD) launched the new mortgage and housing assistance website.

The Indiana Housing and Community Development Authority (IHCDA) has prioritized CARES Act funding to help support Indiana households financially impacted by COVID-19. IHCDA has used multiple funding sources to provide rental assistance:
