Fiscal Divisions

The Education and Economic Development Division (EED) works with the Department of Education, the Commission for Higher Education, all seven public universities, the Department of Workforce Development, the Indiana Economic Development Corporation, the Indiana Office of Technology, State Budget Agency, and the Office of Management and Budget. This division works closely on the K12 Tuition Support Funding Formula, Higher Education Funding, Tax Credits, Unemployment Insurance, Deal Closing & Site Acquisition, and IOT Rates/Charges. The EED Division touches almost all Hoosiers in the state of Indiana from the little ones in kindergarten to those older Hoosiers who are looking to further their career in one way or another.

With its broad portfolio, the Environmental, Transportation, and Capital (ETC) Division oversees a large, diverse group of state agencies. Among the larger agencies in this portfolio are the Department of Transportation, the Utility Regulatory Commission, the Department of Natural Resources, and the Department of Environmental Management.

The ETC Division staffs State Budget Committee meetings.  This planning is done collaboratively between the AD and Capital Analyst 4-5 times a year, with help from Centralized Accounting, the EED Division, and all analysts/ADs that have agencies with capital budgets.

SBA maintains Budget Committee information to help Hoosiers stay abreast of the Committee’s work.

The Health and Human Services Division oversees multiple health and social service agencies. The major agencies in this Division’s portfolio are the Family and Social Services Administration, the Department of Health, the Department of Child Services, and the State Personnel Department. The Division also includes regulatory agencies that provide valuable insights to the analysts, helping them understand different components of the health and social service agencies. They work closely with the centralized accounting and federal grants teams, as well as with the other three divisions. Federal grants are distributed across the division and to other divisions, emphasizing the need for collaboration across all divisions.

The Public Safety Division works with the Indiana State Police, the Department of Homeland Security, the Department of Correction, the Supreme Court, the Office of the Attorney General, National Guard, the Office of the Inspector General, and the Alcohol & Tobacco Commission. The Public Safety Division impacts Hoosiers in a lot of different ways. It may be Homeland Security that is responding to a natural disaster, the Department of Correction preparing inmates for life after incarceration, the National Guard training those that serve us at home and abroad, or the Office of the Inspector General ensuring that state employees act ethically and responsibly.
