Northwestern Indiana Regional Planning Commission: 2040 Plan

The 2040 Comprehensive Regional Plan is the first plan with a comprehensive vision for sustainable growth and revitalization of Lake, Porter and LaPorte Counties. As a Metropolitan Planning Organization, NIRPC is responsible for the development of a long-range regional transportation plan. In the 2040 Plan, NIRPC planned for well beyond transportation, and includes the enviroment, economic development and land use. The 2040 Plan places NIRPC in an enhanced role in the region with respect to planning and implementation and encourages NIRPC to assist local governments and regional stakeholders to integrate transportation, land use, human and economic resources, and environmental policy objectives.

The 2040 Plan centers on revitalizing the region’s communities, particularly the older “core” cities along Lake Michigan, making them more sustainable and livable. The vision for 2040 in the 2040 Plan emphasizes a vibrant, revitalized, accessible and united region.

The 2040 Plan, adopted in June of 2011, was developed according to the following guiding principles:

Supporting urban reinvestment
Ensuring environmental justice
Protecting natural resources and minimizing impacts to environmental features
Integrating transportation and land use to improve mobility and job accessibility

The video below was shown at the 2013 American Planning Association National Conference in Chicago when NIRPC was awarded the 2013 Daniel Burnham Award for its 2040 Comprehensive Regional Plan.

2040 CRP Update Companion
In May of 2015, NIRPC approved the 2040 Comprehensive Regional Plan Update Companion which serves as a complimentary document to the original 2040 Plan released in 2011.  NIRPC is mandated by federal law to update our transportation plan every four years, and the Update Companion satisfies this requirement.
Since much effort was put forward into creating the 2040 Plan, the Update Companion does not attempt to create a new document, but to update progress since the adoption of the 2040 Plan, and highlight changes in demographic and financial elements.  Thus, the goals and objectives, including performance measures have been carried forward.

CRP Impementation Matrix
The 2040 Plan Implementation Matrix is an ongoing record of the progress and implementation recommendations identified in the Comprehensive Regional Plan (2040 Plan). It is designed to:
- Develop, when needed, strategies and action steps for each related goal and objective.
- Identify all projects/activities that are found in the 2040 Plan. New recommendations and ideas will be instituted and approved, as needed, by the Pathway to 2040 Committee.
- Focus on special projects with tangible outcomes.
- Review the 2040 Plan sets of implementation recommendations and action items then prioritize its recommendations. The degree of complexity, difficulty, time frame and cost of implementation of these actions vary significantly.
- Develop a timeframe of short, medium and long term that prioritizes actions within a constrained funding plan.
- Identify the source of funding, financing mechanisms and authorities in order to achieve the strategy/action step.
- Identify the role NIRPC will have in accomplishing these action steps.
- Identify the roles Federal/State, local, and other entities will play.
- Showcase achievements through best practices, successes and resources.
